A shopper question has two parts: a product category and a need. "Best trail running shoes for wide feet." "Quietest coffee grinder under $200." "Sunscreen that won't sting sensitive skin." The shopper already knows what they want to buy. They're deciding who to buy it from.

Compare that with a learning question, like "how do trail running shoes differ from road shoes." Useful, but the shopper isn't choosing a brand yet.
